When setting amp gain, do you have crossovers ON or OFF?

Not much information around and it is conflicting with respect to crossovers.
Sure, all EQ etc off but what about crossovers. A lot of googling reveals a mixed bag- Some sites say set crossovers ON and play a test tone in the middle of the range whilst other, albeit fewer, sites say set crossover OFF (or max it out so it it is not affecting things).

I have just done a test on my amp. Setting gains with all crossovers OFF (head unit doesn't have them and amps crossovers are off) and then turning the amp crossover ON reveals a marked difference in output voltage from the amp outputs. For example, I set my underseat 8" to output 60w (11v at amp outputs) with crossover OFF. Crossover then ON and the amps ouput has now reduced to 8/9v (circa 40w output) (Adjusting the crossover itself varies this voltage incrementally/slightly but not as dramatically as the main gain knob although you wouldn't want to do this anyway obviously).
I decided to readjust the gain upwards so that with crossover ON at 180hz LP, I was then getting my originally desired 11v/60w output whilst playing a 120hz tone, rightly or wrongly in doing so.

Thoughts people?
